Migrating to Canada, can I continue my 3rd year of uni or start over again?

Hi!
I am a 3rd-year college student in the Philippines and will eventually migrate to Canada soon and won't be able to finish my degree in the Philippines.
If I pursue my degree in Canada, will I start over again as 1st year college or continue being in the 3rd year?
Any similar scenarios?

The university or college will decide if any of your credits can be transferred. Also they will decide if you will be admitted based on your marks, admission requirements etc.
