Might sound silly..but got some queries!!

Since its taking some time for the visa processing, is there a possibility that we might get our visas even in the month of August? Given that 31st July is teh last date for filing the study permits, it should be even more common for us that we should be able to get our visas even at the last moment for Sept intake. Do I have this right?! Please correct me if I'm wrong...
