I just read this press release by minister Kenney and reading in between the lines, I think a ministerial instruction may be released anytime from now that enables VO to prioritize some applications already received based on applicants NOC, age and language skills. that was new category introduced not as Ministerial instruction -4.

Anyway, regarding the topic, I came across the following while reading that article:

It would allow new rules set out in Ministerial Instructions to apply to people who have already submitted an application. For example, instructions could place a priority on a specific occupation, such as doctors, and have existing applications from doctors processed first, regardless of where they are in the queue.
Would this also mean that, if they, God forbids, cancel any of the NOC's from FSW1 list, everybody within that particular NOC in question, that is still in process would get their applications returned? That would be crazy :(

IMO,


1. Canada stressing on YOUNG applicants; weeding out old population
2. Credential evaluation; but with no assurance of job.....they will still be doing survival jobs
3. Priortization amongst Priority NOC: No more queue ( as if they had ever maintained a queue policy)....list of Super Priority NOC will be processed first

So, if NOC for doctors would be prioritized in the MI5 list, then the doctors from the previous MI list would be jump ahead of the other NOCs from the previous MI lists. The same treatment for other NOCs according to the PRIORITY set by Govt.

I am guessing that they will now give priority to the MI5 list applicants on the basis of NOC and age. There is going to be another backlog of "Not so important NOC" now.

No, it won't be returned. It may create backlogs for some NOC and hence delay processing.

Exactly my thought, it would no longer be "first in first out". It had never been anyway. The instruction has a potential of creating more backlogs for some unfortunate NOCs.

this is not new and it is already happening. i have seen some people getting medicals quicker then others because of their noc. 3112 is one such noc and 8222. these nocs are moving very fast. i saw people of those nocs got visa in 6-8 months

Very true, a pilot test must have been carried out already.
