No vai, you don't have to carry full amount. Just take whatever amount you can preferably like 8,000 $ and then keep a bank certificate/statement with you of the remaining funds (get the certificate in Canadian dollar equivalent). If you carry 10,000 + only then have to declare it to customs. They rarely check how much funds you're carrying. They only ask how much funds you're carrying and then he/she writes it in a form. Nothing else.

As of July 1, 2012, c. This temporary pause does not apply to those with a qualifying job offer or applying under the PhD stream. We will likely start accepting applications again when the revised FSWP selection criteria take effect. Proposed FSWP changes should come into force in early 2013.

As of July 1, 2012, CIC has temporarily stopped accepting applications for the Federal Skilled Worker Program (FSWP).Will it delay our processing time or not. Its my opinion, its may delay our processing,because proposed NOC will come according to Canadian recent jos market demand.What do you think all?

I think CIC is taking this opportunity to clear off all the remaining backlog plus all the remaining MI-3 applicants. The immigration Department has lost a case in a previous law sue, and I don't think they are capable of digesting a second wave of law sue. So relax friend, MR for MI-3 should be out after they are done with MI-1 applicants.
