Mentioning about Past Visa refusals in application?

Hi,
I am planning to apply for a Canada student visa for MS.
I have been refused visa twice in past. First, a student visa for UK in 2008 and second a business visa for US in 2015.
Should I mention in application about both of them, or only the recent one, or neither?
Looking forward for your advice.

Committing fraud by lying on your application would make a bad impression on the visa officer. You can expect that CIC will find out, refuse your application and ban you from Canada.

Sure - you can certainly go ahead and only mention your most recent refusal. If you do that, be prepared for your application to be refused and to be issued with a five year ban from Canada for misrepresentation.

YOU should mention it all and just pray to ALLAH.Do not ever lie there,Its so risky,We have no choice, My father applied for immigration to Canada in past and it did not happen but i m going to mention it in my study permit application anyway. Lets see.

OK Guys! So this escalated quickly :)
First of all, i do not have any intention to "lie" or commit "fraud". I was just thinking that a visa refused 7 years back is not as relevant as the one refused one month back.
Secondly, the question in the application states "have you ever been refused any visa or permit, denied entry or ordered to leave Canada or any other country (YES OR NO?)". Question is NOT imposing any sort of condition here to mention ALL of the refusals. So if I mention the last one only, technically i am not lying :)

I may be or I am wrong, don't know. But it's just a thought. This is why i was asking for every one of your advice.
The purpose of me doing this is to intelligently not to lie in the application and at the same time ,not leaving a bad impression.
What do you guys think? :)

I think they only ask for details of any refusal within past 3 years. Not beyond that.

now if you are refused visa in one country your case weakens for all western countries until you prove that in past visa officer misjudged you or there is change of circumstances in your case. A very bad question introduced in forms of all countries.
