Post on behalf of friend:
Person got a pr from manitoba. They had medical condition specified on their copr.
As soon as they got pr, they emailed to medical surveillance or ircc. As per them, someone from health department will contact.

It is been close to 2 years , tthey tried emailing multiple times tk manitoba health department but with no avail. Health department never contacted them yet.
What are their options now? How to complete this condition or their pr?

I'm not an expert and details may depend somewhat on nature of condition.

But overall: I think your friend has nothing to worry about, if they've not violated any basic rules of public health / specific requirements mentioned in the letter. The friend is a PR and that won't change (as long as no laws were broken, not likely a factor here).

For good order: I'd suggest going to the individual's own GP/doctor, take this letter, and show and ask if the doctor can assist (or reassure there's nothing more to be done). The doctor should be able to contact Manitoba public health.

And as far as I'm aware in most cases these medical conditions are usually contagious diseases (eg tuberculosis) and the follow-up is just to ensure it hasn't gotten worse and/or patient is continuing any required treatment / tests. I.e. if seeing a doctor regularly who is aware of the condition and doing whatever that doctor has prescribed, then there shouldn't be any issue.

Could also contact IRCC but my guess is they wouldn't have any idea what to do.
