Medical surveillance form received from CIC

I have been waiting for my mother's PR approval since last 3 years. Today, I got a medical surveillance for my mother, her medical was approved in Dec 21. What does it mean? is her PR approved? if not, anyone knows how much time more is expected?
pls share if anyone has had this experience.

to add further, the form which i have received also has the box 10 populated which I believe is the TRV visa number for one time PR entry. It starts with a "T".
