As for the applicant, the history of medical claims is huge around $30,000 for some auto immune disorder. Is it a way that the applicant may get rejected on basis of this claim and they might feel that this can occur in future as well.

Yes - it's absolutely possible to be refused on this basis. If CIC believes that within the next 10 years, the applicant will use $6,500 or more in health care costs in any given year, they will most likely send a fairness letter indicating they plan to refuse the application.
