Medical Kit

My wife received our CSQ last June 4, 2014 but unfortunately the medical kit not able to received at the same time, Is it possible if my wife ask to Immigration why they did not able to send together with CSQ. Is there any cases like this? What is the next step do we expect?Thanks.....Vic1030
