Is someone suffering from mild essential tremor which is neurological condition that not effect his health is able to get permanent residence of canada.

This should not cause medical inadmissibility. It sounds very minor.
 
As long is the tremor is an essential tremors and not related to other diseases. Are you able to work with the tremor?
 
Yes, But I am taking a propranolol hcl la to reduce tremor effects and I am able to work with its very mild tremor.

So you should be fine as lag as the tremors are not associated with another disease. May even be fine if it is associated with another disease but would be assessed differently if it was something like Pakinson’s.
