If I do a soft landing for 2-3 months, (i.e until I receive my PR card) and leave Canada to come back next year, should I:
1. Still mandatorily apply for a health card upon arrival in BC?
2. Inform anyone (immigration or city authorities) of my intention to leave the country and come back in a year?

Since coverage for health may not start for 3 months or so, I see no point in applying for it and then leaving in 2-3 months before it gets activated.

Can someone please advise?

1. You aren't allowed to apply for health coverage when you aren't actually moving here. When you actually move to BC, the wait period will start and you will get coverage 2-3 months later.

2. You don't need to inform anyone.

Thanks! But what is the definition of 'moving' here? Is it defined by the period of stay or the intention? For eg. I come to canada and live for 6 months, but it was always going to be temporary and I intend to go back to my country for the next 2 years before deciding to move permanently to Canada. Would those six months count as moving?
On the hand, if I land in Canada with the intention of staying on fully, but have to leave in a month or two to attend to something at home and I don't come back for a year?

Have you looked at the residency requirements for BC MSP?

If you are staying for at least 6 months in a calendar year, you can apply for coverage. You would need to notify MSP when you leave. If you come to Canada to stay but then leave after a month or 2, you need to inform MSP and cancel your application.
