Hello ,
I am currently a medical education research and Simulation fellow at the university of Ottawa . this is a one year program after which i will be granted a certificate of completion of the program . the point is that , it is an unpaid work permit and not a study permit . SO does this fall under a " certificate from Designated learning institute ?i mean am I elligible for a PGWP ?

Short answer is no. You must be holding a study permit and complete your studies under a study permit in order to qualify for a PGWP. Since you are on a work permit, you don't qualify for a PGWP.

But what if i got a job offer at uOttawa ? how can i apply for a work permit ? My current work permit is employer specific ( uOttawa , bu tlimted to research and unpaid ) so my question is what the way i can work after the fellowsihp ?

You need a new employer specific work permit. You'll need to determine if that work permit is LMIA exempt or not.

uOttawa is an LMIA exempt employer

Then I guess that answers your question, You need to talk to them about a job offer so that you can get another employer specific work permit.
