Hi,

My mother who is non Accompanying family member, has a history of medical problems including TB.
Will this issue delay my visa issue.

Accompanying members or non accompanying can only be your spouse, common law partner or your childrens. Parents are not entitled for the same so you have nothing to worry about your application.

Medical is to be done for the principal applicant and members of family who are included in the application. Any history of disease for the persons doing medical is to be to told the DMP. Also in the application form IMM008, you have to mention about any disease only for you and for any of the accompanying member of your family. Your mother is not included in the application and therefore you don't have to mention about her problem.

If you sponsor your mother later, may be that disease problem will arise, if not cured.

My mother was included in the IM0008 as family member who will not accompany to canada.
In that case her medical will be done?
 
Yes you have included your mother as non-accompanying family member.
So there is no need for her medical.
There will not be any probelm for your PR application and visa only due to this reason what you are afraid of.
