Medical and Police clearance in advance

Can one do Medical and Police clearance in advance, so that when you get the ITA, you can apply immediately...?

You very well can.
They both come with a short validity. If you are sure that you are going to get ITA in first few rounds, you better wait for ITA and get it.

It is not advisable to have ur PCC and Medical in advance. The file clearing will take longer and again u have to opt for same.

It is better to go for PCC after the Fees is debited from ur account.
