I think selection will be based on both i.e. top scorers within each NOC demanded by CIC .
Balance between demand and supply is must ...

boreda, dude I don't know how you are calculating but I have CLB 9 in two and CLB 10 in other two in IELTS and my CRS score is 435 which is without Canadian education or experience.

Get your facts right!
