so if some one submitted application in Feb or March and have score more then 445 even then they wont get ITA ?Let's say cut off was 445 points

The tie-break rule has the meaning in its name. Any score above the cut-off will not come in to tie-break, as they are already above the score. Tie-break applies only for the minimum cut-off score, when there are more profiles then they can invite. For eg, if there 250 profiles in 442 and they have only 160 ITA's left, then they will select the profiles that are on top 160 based on the time of submission.so if some one submitted application in Feb or March and have score more then 445 even then they wont get ITA ?strange.
