You can. It is better to submit later rather than along with application as it has limited validity.

Don't check it. After getting AOR, you can mail your PCC to CPC, Ottawa.

Yes you can do this. Dont check this in your checklist. You may write an additional application with your forms that your PCC is in process and you will send it once you get.
