So right now I'm working with an employer here in Canada, but I'm looking forward to change job. I would be greatful with you if you answer my next inqueries.

1. If I change just job position but with the same employer, should I get a new work permit? and if so then I should wait for it to start working in the new position?
2. If I change employeer, for sure I will need to change the work permit. Although, do i need to wait until I recieve my new work permit to start working or just with the application letter can I start working in the mean while.

as per my information , in both cases you should get a work permit and you can't start working without work permit.

Seniors can explain in more details and correct me if i am wrong.
