Once you are given the PR - you become a permanent resident, which means that you automatically have the right to work. Once you land in Canada as a PR, you can go the next day to any Service Canada, get your SIN ( social insurance number) and start working the next day ( the SIN is issued right away and is valid the same day, there is no added procedure for you to get a work permit etc).

If you're from a visa-exempt country, you can come to Canada on a tourist visa and wait out for your PR here, but you won't be able to work before you have your PR.

How about in generic application form to canada, for the dependents do i need to write my father, mother and siblings? or only in FORM IMM 5406?

Dependents are only your children.
MOther, father and siblings are family members, not dependents.

On ecas it shows on my side as a sponsor ( application received)+(decision) has been made, also I got an email saying our file has been transferred; but my wife did here medical back in February and her page of ecas just says they received her application and nothing about her medicals.
I'm a May 2013 applicant, any one have experience on this issues?

ecas is not always updated (that's an understatement...) so if it says medicals have been received, then you know they have them. If it doesn't say anything - it just mean nothing. They could be there as well, so don't pay too much attention to it! :-)

To sponsor a spouse to Canada, don't be a Kenyan, Pakistani, Jamaican and Timbuktu"nian".

it's various factors... security backgrounds taking longer for some countries than others (because the other country doesn't cooperate etc.), higher level of frauds (based on numbers), some level of politics into it as well, and sheer numbers...

Your VO is one of the longest - but a lot of people get processed much faster (3 to 4 months in Nairobi). The timeline posted is the time that it takes to complete 80% of the applications, not an average, so you can be lucky and be done much faster - especially if you have a straightforward case - no previous marriage or sponsorship, no kids etc.

no - it's rather the contrary. it means that it takes them 27 months to complete 80% of the applications... but maybe 20% of the applications are completed in 4 months, then 30% (the initial 20 % + additional 10%) in 6 months, then 40 % in 7 months etc - until they reach 80%.
Which means that the vast majority are completed under 27 months (80% !). Hope it makes more sense like this!
