Is there anyone that affected by the closure of the Buffalo office?

Is there a group or organization that specifically focuses on these people?

read a news saying almost 10K people were affected.

You can try reaching out to your local MP - they can make an inquiry on your behalf. However if it is stuck on the background check, there may not be much they can do.

Background checks are sent to CSIS, so it is not really in the CIC's control either.

I am the one who applied PR and designated visa office as Buffalo.
Actually, our files are being reviewed and visas are being issued.
I just want to ask you what's your status on your PR process.
Some are waiting for their medical request, some are waiting for their passport request.

Where were you born and where have you lived? Have you ever served in the military?

Neither normal nor abnormal. Everyone's background is different. It can depend on what country you are from, how old you are (older people generally have longer and more complex histories), whether or not you served in the military, etc.
