One of my friend has an issue.
He completed Masters degree and award date is 2014 January. But He has not received the Certificate yet due to some printing issue at his university. He has managed with WES to get the ECA by submitting a letter from University along with the Transcript. (Positive assessment by WES on masters Degree)
Now the issue is, it required to proceed a Photocopy of degree certificate along with the application to CIC.
Q 1. As per the university , the certificates will be ready at mid December 2014. Will he able to submit his application without the certificate copy. But a letter from university confirming the status as well as commitment from University providing the certificate with some target time line. ?
