I am going to apply for an MASc. program delivered by the school of engineering in Memorial University of Newfoundland.

I wrote for the graduate school and the related department, hoping for some answers regarding several concerns I have. They replayed with what seems to be a ready template and didn’t address any of the issues I cited, I even doubt that they actually read what I wrote.

Who should I contact and get a decent answer?

Your sentences is very confusing and isn't clear. Can you please come very clear and restructure your words. But better still you can mail the academic unit to which you're applying to. Search for the faculty representing the academic unit to which you're applying to!!!
