marriage fell apart, was approved but not landed yet, can i cancel sponsorship?

Yes you can cancel sponsorship now before sponsored person lands otherwise you'd be responsible for the person for 3 years.
My girlfriend and I live together for 10 months and our wedding is scheduled for june 2010. We heard that NOC 38 list will change, so we are thinking about sending the application for skilled worker now, as a common law, and when the time comes for proof and documents, we will be married. Is this acceptable for the visa office or not?
