Hello Leon and everybody!

I have a question on marriage certificate or proof of marriage. when I apply for a permanent resident under family category, does the marriage certificate need to be issued from Canada? Or marriage certificate from my country, in my case Japan, is enough as part of necessary documents?

You mean actually "mail it" from within Canada, or not? No, there is no difference except if you mail it from out of Canada then for sure your application will not be an "inland" application, as opposed to an "outland" application. Or are you asking about "inland" versus "outland" applications? Bear in mind that even if you both are IN Canada you may still submit an "outland" application. I'd elaborate but you may very well be aware of all this.
 
It actually doesn't matter WHERE you mail it from. What matters is where you are living when you apply. If you're living outside Canada, but somebody mails your package from within Canada, you're still applying OUTBOUND. We mailed our application from Africa to Canada to my parents' house, they couriered it to Missisauga.
