Either :
1) Land in Canada, return home and marry, then settle in Canada,
2) Don't get married until after you have settled in Canada, or
3) Return your visa and COPR to CIC, ask them to add your new spouse to your application.

Those are the only choices that you have. For 1 and 2, you will have to sponsor your spouse.

You will get the best responses in the Family section. http://www.canadavisa.com/canada-immigration-discussion-board/family-class-sponsorship-b5.0/

It will take a really long time to sponsor your spouse thru Family Class. Currently 16+ months if recommended an interview. 2013 applicants are still waiting. Average is about 8-10 months.
Most likely TRV will be rejected. You have to wait till they get PR to live together. And you have to prove the genuineness of your relationship. Most of our application packages with the relationship proof weighs about 3-4 kg.
And still you can never be sure if your spouse will get PR.

IELTS is not needed and it is not mandatory to add spouse name in passport unless u don't have much in the way of proof.

If you already got PR visa, check with cic if they will reissue another visa. As they generally don't.
You said the letter mentioned to reapply visa, does it mean start from beginning or just update ur current application ?

If you marry and land as PR without informing cic, you cannot sponsor your wife in future.

Best option would be apply TRV after your marriage. TRV is (Temporary Resident Visa) granted for visitors, Family members etc.. More information on TRV is available here http://www.cic.gc.ca/english/information/applications/guides/5256ETOC.asp

No guarantee the TRV will be approved.
