Should the copies of marks sheet be attested from the college I attended or from the University. I am confused.

to be attested and sent to WES. WES need the marks sheet sealed in an envelope and signed across at the back by the authorized person and sent to them, both the bachelors and masters marks card.

As per the best information I have, Transcripts are always issued by the University not the College. So, approach your university which issued the degree.
Depends on the course. There is clear instructions by Wes on which semesters should be university and which should be college.
No it doesn't. For Indian education, it is always University transcripts unless the college is not affiliated with a university.

Maybe change in requirements then. Mine was done last yr and while the masters were ok, bachelors was rejected as sem 1-4 had to be done from the college and not univ even though my college is affiliated with the univ
That is weird. Was your college unaffiliated with your university when you were there in Sem 1-4?
Strange stuff. But I guess your case must have been an exceptional one for some reason, generally only university transcripts are to be sent.
