Yes may be because of this you yet to get decision as they came up with new rules like DLI list and covid plan etc.. so college/university should be added in that list till then they wont process your application so now if its in the list then you should hear back something soon.

Complete SDS Application on March 2nd.
Upfront medicals. Bio on 4th. - both passed.
AIP 14th Aug.
No update since then
GCMS has an OPR request created but not started.
GCMS also shows "Applicant meets SDS requirement, satisfied to approve."
BUT NO UPDATE since AIP

Raise the web-form.per GCMS notes your OPR request and BVL request are same??

Yes so wait now you should hear from them soon. till now your application was on hold as you defrred to Jan intake and due to DLI thing.

You shuld receive decision soon as your BVL date is NOV 2nd. today I just came across another post where one student got BVL on 4th Nov and PPR on 24th Nov. Indian non sds application.
