I guess early next march 2021, we should expect test invites, if all goes smooth, with the online mechanism. Which means we can expect citizenship by July 2021 or somewhat similar timeline, if we are lucky.

I guess by early 2021 JAN/FEB, IRCC will send invites on massive scale for all waiting for tests.

Yeah, it's not normal, because they don't issue AORs if the application is incomplete.

I just think someone screwed up (probably with all their backlog) and in order not to screw the whole thing for you; they just sent you the documents to fill that part and return as is.

Drop IRCC a note. Suggest you call them. I only had to wait 20 minutes to speak to an agent today.
