Usually it is sent via email from your local visa office, Some applicants receive it, others don't. Depending on the visa officer.

It was received on march 23rd.

I friend of mine received her passport back yesterday. She is a March 29 applicant

My wife just called midi and they told her that we have to wait 3 weeks more.
It was supossed 25 business days!

Nothing surprising, with MIDI there is always a difference between supposed and real delay.

The real problem is my wife will move to our new house and sold the one she's living.
So I don't have any idea on how we will receive this goddamn letter.!

If she sets up a change of address with Canada Post, they will forward it. Also, CIC will receive a copy of it directly from the MIDI so you don't need to send it to them yourself.
