I don't know, mine definitely never even mentioned it. He only talked about health insurance and my SIN, which he made me special copies of my COPR for (which was rejected when I went for my SIN anyway, and I had to show the original). That's why I called to find out if I needed to register at all with the RRQ, since I figure if they want to see your COPR later then they might also want to see it now. Maybe the border guard had heard that you need COPR to get benefits for children after immigrating, and assumed it was all pension benefits? But even that the website says you can use your permanent resident card instead.
