Hello Everyone, I have a PNP friend that landed 2 days ago to Manitoba. He was given additional 50 point for deciding to reside in Brandon MB. And this was stated on his COPR. However, he decide dto change his city of residence to Winnipeg since both cities are in the same province. Kindly advise this is in order and will not have any problem in the future.

Yes it could be an issue if there is proof that he never intended on settling in Brandon but got the points. What did he actually promise and what were the terms on the application? Was this the RNIP program or did you get points for agreeing to live in anywhere but Winnipeg?
