"A friend or distant relative in Manitoba who is a Permanent Resident or Citizen of Canada, has been residing in Manitoba for at least one year, is economically established and is not currently supporting the settlement of another applicant through the MPNP. "
They WILL check the bona fides of the claimed connection by contacting the person named.
There appears to nothing specific however the whole purpose of a friend being included is to be able to support an applicants settlement plan so cannot see how it could acceptable to just sign up for the application and then leave the province. As said there is nothing specific but would expect that until the COPR is issued IRCC could check with the friend at any time both for validity of friend and also residency in the province
