Right now the wait time for Manilia is 17 months, does this include the time you have to wait for approval on sponsorship of my spouse?

Technically it should be since application is submitted to arrival of sponsored person, in our case was 15 month, close to the current 17 months.

Sometimes the whole process can be quicker too.... my wife received her visa after 9mths from the submission of the application.
