Not exactly because if they want to return to Canada for any family event or holiday they spend that money on airfare. So they are at a disadvantage and are paid less. Visa offices in London where the cost of living is much higher?
my children are spread all over canada, it costs more to fly from the east coast to the west than it costs to fly return to phils

I noticed the average for all data on the spreadsheet is almost 12 months for 80%. In other words, enough data has been accumulated for our test data to approach the actual population data.

Unfortunately the values for PPR seem to be lower than the outstanding app data which could mean the stage 2 processing is still slow. Or more optimistically (depending on how you look at it) it means they are now only asking for passports when they are near the end of the process.

Actually the latter is probably the case. Especially when you consider Tagum-N.B.'s PPR was so quick (under 2 weeks) which is almost unheard of now.

I'm guessing too we actually have enough data to represent the actual population.
About the PPR, I believe on the latter part too. Seeing "IN-PROCESS" in 2 weeks after PPR and "DM" a week after does really say it.

I tried that one and they responded with manila-im-enquiry@international.gc.ca. So know I have tried 4 different ones and no reply yet.
