Manager/HR denied to sign the Job offer Form

I have been invited for PnP and in the progress to prepare documents. Everything is completed except the Job Offer Form which is needed to be signed by Manager. However, Manager said that HR did not allow him to sign any document. It might be that they were afraid of any illegal involvements. :'( Can anyone encounter this before. May you give some advice

First try to arrange a Company letter head with contact information, then search any senior official, manager, supervisor, colleagues etc. To sign it, better 2 persons for signature. Format of Experience letter u prepare yourself according to CIC noc related mentioned duties. Try to use stamps and seal also.
