Maintaining PR/Citizenship based on move-in date

I did my soft landing in July 2019 and my PR card is valid till July 2024. I have two scenarios and based on two questions below:

1) Scenario 1 - Due to some personal reasons, I will not be able to move to Canada till September 2021. Does that still mean I will be able to apply for citizenship in September 2024 and will be a citizen by 2025?

2) Scenario 2 - I will be moving to Canada in August 2022. Does that mean by PR card will not be renewed as I have not completed my 2 year mandatory period in Canada to sustain my PR.

I am aware that 2 years is required for sustaining PR out of the 5 year period. Are there any changes in the post CovID scenario?

Assuming you left Canada in July/19
1. As long as you have 1095 days physical residency from Sept/21, with no absences you could apply for citizenship in Sept/24
2. You would need 730 days of residency in Canada after Aug/22, so you couldn't renew your PR card until Aug/24 if you had no absences . You would be about month short of meeting your RO if you entered in Aug/22

It's from your landing date (when you GET your PR status).
Never see any exceptions posted because of COVID.
