Ok, quick summary.
Wife is visiting Canada with me, I'm Canadian.
We both moved to Canada from France after starting an outland application and got through immigration no problems that way. She was given no limitation, therefore, a full visitor stay by the agent we spoke to.

My wife has to send completed forms to her sponsor's (me) Canadian address. Well, we're both here in the same apartment. We've always been together since getting married 12 years ago in the US, even before France.

So we're royally confused here. Where does she send it to me and FROM where?

What `completed forms' are you talking about? Are you aware that everything (sponsor's forms/documents, applicant's forms/documents and the evidence of your relationship) are all sent together in one big envelope/box/crate to CIC?

That is for signing and filling out. You live in the same home. Ignore that part ;)
 
Since you live together, she does not have to mail her forms to you. She fills out her forms, you fill out your forms (or you do everything together), then send everything to Mississauga. CIC is not going to know she did not mail her forms to you, and in any case this is not a requirement - they have written the guides to fit a generic case.
