My husband has dual nationality. Moved away from Canada in 1989 to Uk when he was 10. We are considering to move back however firstly we think we should apply for a Canadian passport for our two children. So first question is how long does this take?
Then this is where it gets complicated... my husband has MS and is unable to work. I am British and can work. Where would we stand if we arrived . Do I apply for expresss visa before or should I apply for a job before we arrive. what would my husband be entitled too if anything with regards to benefits/social security as he hadn’t worked in Canada before and he unable to due his MS.
 
You need to see if you have enough points to qualify for express entry, at least 460/470 at the moment. Having a job here before arriving won't get you express entry if you don't have enough points. Your other questions aren't related to express entry and I'm not sure sorry
 
If your husband is Canadian then why are you not investigating an Outland Canadian spouse sponsorship option ?

cannot answer on the benefits but you should investigate the residency requirements by province for health care given some have 3 month qualifying periods.
