Lost the mail that requests passport - Singapore office?

Hello,

I called CIC phone number today and they told me that a mail has been sent out to my parents in July to request passport from Singapore office. However, they have never received it.

I contacted Singapore inquiry line in September to ask for status but they haven't got back to me.

What should I do in this case? Are there phone # to contact Singapore visa office?
