I came here on a study permit and have been here for the last 2+ years and I became PR in February 2024.

I lost my PR card this week and after looking at the lost PR card renewal section it says I need to have been in Canada for the last 2 years since I received my PR status. I am lost in how I am meant to get a new card? Do I have to wait until I hit 2 years.

I was planning on travelling this summer and this completely changes all my plans. Is there anyway I can travel?

Does not apply in your case because you became a PR recently and replacement for a lost card. You can apply and not worry at all. Make sure to show it's a replacement of a lost card.

That website text is here: https://www.canada.ca/en/immigratio...ces/new-immigrants/pr-card/who-can-apply.html "To keep your permanent resident status, you must have been in Canada for at least 730 days during the last five years. These 730 days don’t need to be continuous. Some of your time abroad may count towards the 730 days." This requirement to be in Canada a certain number of days is called the residency obligation.

That text is a TERRIBLE and misleading simplification of the residency obligation - so bad they should be embarrassed it's on a government website.

In your case the language above doesnt' apply because you became a PR recently.

In most simple terms, the residency obligation is that you are out of compliance if OUTSIDE Canada MORE than 1095 days in the last five years, OR since you became a PR (if you became a PR less than five years ago). It's this latter part for you that matters - you can't have been outside more than 1095 days since you became a PR four months ago.

[This relates to the 730 days in Canada in five years as follows:
5 years * 365 days - 730 days minimum in Canada = 1095 days outside Canada]

In the official formula in the law, they conceptually give you 'credit' for days remaining to the fifth anniversary of the day you became a PR. This way above of counting no more than 1095 days outside Canada is easier to grasp - IMO - and the PR card renewal form itself asks about 1095 days outside Canada.

I am flying out on July 1st and had a big worry on how I can come back. I understand I can cross the land border but I would prefer if I had a PRTD so I can fly. My return flight is booked for August 20 and I have no idea if I qualify for urgent processing. I am a full time student/intern (Have not landed an internship just yet) if that helps my case.

Where are you travelling to? Some countries just seem to have a high volume of PRTDs and may take longer to get processed/evaluated; India seems to be one of these (but just my superficial impression from posts here).

-Unclear whether you are talking about applying for PR card or PRTD.
-It seems you understand that you only need the PR card or PRTD to get on the return flight home to Canada.
-Yes, you can return by land if you have access to USA, and it is great to have this as a backup.
-I do not know if it will qualify for urgent processing. I am not even clear if requesting urgent processing is faster than straightforward cases, nor if yours is likely to get treated as a straightforward case.
-Best/easiest might be for you to apply for PR card right away and be sure there is someone who can receive your PR card and have it couriered to you abroad.
-I would suggest you apply for both the PR card before leaving and PRTD as soon as you arrive abroad. Some countries seem to process PRTD quickly in cases where applicant is in compliance with the residency obligation. Getting the PRTD inserted via passport submission might be ~2 weeks, possibly quicker in some places.
-It seems to me chances of one of these working are good. You still have land border crossing as back-up, although obviously that might get more expensive if it means changing flights etc.

1. I am trying to apply for PRTD when I arrive in Qatar on July 1st. I have not found much information on how fast the processing time is there.
2. Would attaching a flight itinerary, university enrollment status/job offer along with a letter of explanation that I lost my PR card in Canada be enough to qualify for urgent processing on PRTD?
3. Would I need to attach a police report for both the PR application (applying today) and the PRTD application (applying in July).

3. No, but it is still a good idea to attach and may help. (Last time I ever had to do a police report for something lost it took all of about 15 minutes so in my view worth the effort. But my experience may be out of date)
