Happy New Year!

My mother is single and 62 year old. She is going to land this Spring.

What are the things she can do settle before or after coming to Canada?

Is it possible for her to get a job? She used to be a hairdresser in her home country

It seems like pre-settlement service are for professionals.

Pre-arrival services includes language training, as well as some others.

Hairdressers - have to check where you are but yes, usually in demand. Obviously language may be an issue but there are dozens or hundreds of salons catering in part to clientele who don't speak English. Ask around in neighbourhoods with diaspora. (And of course not a high level of English needed to do this type of work, would likely pick up enough quickly).

Note, in some provinces, possibly some kind of qualification would be needed - if only about hygiene and public safety stuff.

If your mother partly wants to keep busy and get involved, she could volunteer - I believe there are lots of institutions and organisations that would be very happy for occasional help from a hairdresser, eg for elderly and infirm and perhaps for indigent.
