Longshot: Wes send to the VO?

I was checking my WES account to answer a question on the forum and noticed the recipient of my WES file was "mmigration, Refugees and Citizenship Canada(IRCC)
Sydney, NS"
Could it be that it's the VO that's handling my file? Or all are WES files sent to Sydney?

Never mind, I just read another post that mentions all files are initially sent to Sydney for processing.
