PLEASE HELP

Hello Guys,
Here is my story with the Immigration,
Arrival to Canada as International student (Master of Engineering): 01 January 2008
Graduated and got my Master Degree Diploma: April 2009
Applied as Federal Skilled Worker First Time: 05 August 2009
I got REJECTED Frist Time: 21 October 2009

“There is insufficient evidence on file that you have been legally studying in Canada as an International Student for at least one year
immediately before submitting your application”
Appled as Federal Skilled Worker Second Time: 16 November 2009
I got REJECTED AGAIN: 28 January 2010
“Therefore I am not satisfied that you were an International Student for a period of 12 months immediately preceding the application date (16
November 2009).”
Clarification sent to explain this was my second time
Got same Answer: 14 April 2010

IELTS: 31 July 2010

PNP Fees: 03 September 2010

PNP Certificate: 16 November 2010
Application Received at Buffalo: 29 November 2010
Confirmation of Receiving and Medical Request: 13 June 2011
Medical Done: July 06 2011
Medical Received at Buffalo: July 13 2011

They have a record on the rejection where you did not satisfy the 12 months requirements. PNP Ontario I believe has a same requirement ... so I think they're going to circle back to see if you did finish the 12 months requirements.
