Generally Three Reasons delay response from VO.

1) Adding dependent
2) Late PCC submission which makes delay in background check.
3) Not updating the schedule A from age 18.

I am almost 100% sure that all who are waiting for MR & PPR now, have/had at least one of the above pending.

Adding dependents:
Completing documentation and medical always take a significant time (apx 2-4 months) by VO on the top of regular application process time. If it's newborn, things are bit easy but for spouse it's longer due to background check. Again adding dependent like spouse is always better at this stage because in Canada it's difficult as different sets of rules apply with around 1-2 years of process time.

Late submission of PCC:
We are supposed to submit along with the main application last year. So it happens like this, PCC goes for background check, it's a simultaneous process with application processing, so the VO processed everything but as PCC was not there with application, that part of background check could not be initiated. So he asked for PCC later with MR/RPRF, which we think is ONTIME, practically LATE by at least 6 months. And for multiple PCC with frequent travel history, this background check takes longer time (1-6months).

Schedule A:
Also once schedule A is submitted again on VO request, which was submitted before in main application, means it was not filled up properly, so on our 2nd time submission, it requires further work by VO. Remember VO could not complete the job at one shot, so he kept a future date to review our file again, when he will touch the file and check if we have fulfilled his requirements that time. Otherwise he will again put another date.

Hope I could remove a bit anxiety from our MR/PPR party.

Disagree!! i know atleast 7 such applicants in our whatsapp group who had done these actions but got MR on time from LVO...

You mean they did all 3 actions i.e. added a child, submitted PCC when asked and resend schedule A form when asked? And what is meant by on time here?

I am single applicant, never added a dependent, submitted my PCC with application and submitted revised schedule A (added information from 18th birthday) on 07-Aug-2015. How much this analysis relate to me. BTW I have never traveled abroad.

on time means they have not faced abnormal delays like us.. i think the problem is with style of working by VO.. specially with RFI and KKB

Your post is a bit confusing. I'll present my case as a reference:
- I never added a child.
- I didn't submit PCC with application and not asked to submit it as of today. Also I believe PCC is an official document, issued by local police and might have a document no. associated with it, so what could be the reason of delay?
- I filled schedule A from age of 18 and if VO thinks there is gaps in it, they should have contacted me by now to resubmit.

In my opinion the most time taking activity might have been verification of job(s) from employers. But again most visa offices are completing the process within 12 months, so God knows how this process works ۔

I disagree that it depends on working style of VO. Its Canadian immigration/PR processing being done at CHC London, we are talking about here. I believe and seriously doubt that the processing is person dependent and not policy driven. Your post suggests that if these 2 VOs are just piling up the case files like some government officials working style, which can't be true as they must have some checks/mechanism for accountability of all VOs.
