Let me clarify it:
Certainly VO needs our original passports for visa stamp, so does LVO. Since we reside in Pakistan and as per Pakistan Law, we cannot send passports via courier or other postal services outside the country, and this is also known and recognized by London VO - as sanctity check for Pakistani residents, LVO asks us first to send scanned copies of passports via email to them, this is called PPR 1. After that LVO asks us to send our original passports to CHC Islamabad for visa stamp....this is called PPR 2.

Regarding B/G Security checks, I found some very useful information, earlier shared by Captain Qorax:


Background & Security Checks

Note: Our Background Check comprises of 2 parts:
1. The Standard Documentation Checks,
2. The Security & Criminality Checks.

Standard Documentation Checks:
Our background check is done at the CHC stage. It commences the moment our file gets the 1st BFD by the VO. An indicator of which is the e-CAS that shows "In Progress". All docs been checked & our NOC being tallied against the MI, if the VO finds our case 'eligible' for Canadian PR, the file becomes 'Accepted'; and then it goes for standard background checks, viz. Exp, Quals, Adaptability, Qualitative Considerations etc.

The process involves many things. If our case file is well presented and the enclosures vouch the quality-quantity, adequate POF docs etc., there might not be a requirement of 'actually' calling the employers, references etc. The VOs have a way with that, they are experienced enough to ascertain the logical disposition of our case. But, if there are any concerns of his/her, s/he is likely to ask for additional docs, do further scrutiny vide any means [calling, visiting etc.] & might ask for an Interview.

-Culmination: When 'fully' satisfied, we get the 'Medical Request'.
-Timeframe: Can be anything around 3-8* months, for the 'fast track' system (Avg. 4-5 months).
-eCAS: Continues to Show 'In Process'.
*The older system has a queue, thus can be longer.

Security & Criminality Checks:
A part of the b/ground checks is the 'Security Check'. It commences after our med results are submitted to the CHC. This is a major activity -mainly concerning our 'safe inclusion' into the Canadian Soil; vis-a-vis, Political, Socio-Econmical, Anti-Social disposition, perceived Threat to Canada's integrity etc. This gets us the SDEC, CDEC & SECCRIM.

This is a serious & time-consuming stage, involving many agencies, including CSIS, Interpol, NASC, Database Checking & touch-base with Local Police. Many things are considered here... the No. of countries visited, Applicant coming from 'certain' countries, ex-Servicemen [including Law Enforcement services], Prolonged stay in a country w/out sufficient docs to prove cause, frequent traveling to certain nations, your *Name (?), Inter-Religion/Nationality Marriages etc.

If everything is simple & straight, the file soon gets into the 'final review' stage. If there are any 'red flags', our case goes into a 'spin'. Then our file might go to the local Police/CID agencies; the outcome/timeframe of which is beyond the control of CIC. And thereby the timeframe can be anything [sometimes beyond 1yr]. But, usually this stage should be over by 5 months max. However, a point to be noted is that we can also be called for an Interview [at this stage], due to this reason.

-Culmination: Only upon security clearance we receive the PPR.
-Timeframe: Around 2-6 months. Avg. 3 months. [With new system, sometimes PPR is clubbed with Meds]
-eCAS: Still 'In Process', but 'Med Results Recd.' inside.

*Yes, that's how a certain Mr. Sharukh Khan was detained for 4.5 hrs in an US port. He was a VIP, thus 4.5 hrs. For u & me -things could be different.

Some other information regarding B/G security checks:


Not all background checks are created equal.

The basic clearance process is done concurrently, so that the applicant is referred to appropriate agencies for a (1) FOSS/GCMS clearance; (2) RCMP clearance; and (3) CSIS clearance while the application otherwise proceeds through the processing steps -- and indeed, the request for these clearances is made in Sydney but the clearances themselves are sent to the respective local office. These referrals should not cause any delay at all for most applicants. Only if there is an issue, a hit so to say, resulting in some futher inquiry or requests for information, will this entail any delay in the process.

These clearances technically expire one year from their original issuance. So, subsequent requests for clearances may be (usually are) required. These are ordinarily done in large batches (requests for updated clearances can be for up to a hundred applicants in one request), so while a given file may sit for a short time awaiting for the updated clearance, again there should be no significant impact on the processing time for an applicant unless, again, there is an issue, a hit of some sort.

Most common complicating matter relative to background clearances that can add some time to processing arises for those applicants CIC asks to submit fingerprints. It is not clear who gets such requests or why, but they probably have to do with confirming identity or, in some situations, so that RCMP can do a more thorough background search. For the applicant who has no criminal or security issues, though, even if given the fingerprint request this should not result in too much of a delay.

Obviously: for some applicants, additional inquiries or investigations may be involved; referrals for investigation or additional inquiry can be sent to CBSA or the RCMP or . . . this is wading into territory where CIC and other government agencies refuse to release much information to the public. Most applicants are not affected in this regard. Some, obviously, are. For those who are, how long is not known. There are hints that for this or that reason, some applicants can find the processing of their application stalled for rather long periods of time.

As far as I remember, LVO asked him to pay with MR...
He received MR via snail mail. In that mail they asked 4 things:
1- MR
2- New PCC (only for his current residence country) as his previous PCC were expired (more than a year)
3- RPRF
4- Some updated forms

This is what i remember. He was Nov 2010 applicant and got visa in dec 2012

Normally, RPRF request will come with PPR. Applicant will send DD to LVO to pay RPRF along with original passports in the same envelop.

During your Medical exam, was there any questions about the health related problems in parents, family etc...should we mention if there are any??? like my father has High BP issue etc...

During my medical, they asked about family health issues and our previous health issue. I think, you should not mention any serious health condition. Mentioning BP is not a big deal. If it is not serious, mention it since High BP problem starts. Other wise no need to.
