When you got your MR, did they ask you for anything else? I was just wondering why they have asked me for so many things at once:
1. MR
2. New police certificate (last one was done in 2009)
3. Permanent Residence fee
4. Proof of funds
5. 2 Passport pics for every family member

Yes, this is normal request, most of the people are asked for this
