Yes, I was just reading him, he was asked for updated documents like us in July 2011,
and in Aug he received MR,

i got my CAIPS , nothing changed , new BF'D in Aug 5, but they send me the update request in Aug 3 , so maybe CAIPS was printed out before Aug 3

it means they are clearly deliberately delaying the processing.
they have the MI up above their head and they just cant do things fast although they got the ability to do it.
