CIC Officer or IRCC officer

I don't think there is any address

When i applied last year i addressed it as CIC...if you want to be more specific now you can address to IRCC and should it not make any difference

When their own website is still cic.gc.ca you dont have to worry about still calling them CIC

Just use "to whom it may concern."

Do I upload the LOE where I am supposed to upload the FBI PCC??

You will write a LoE seeking an extension. Along with the LoE you will have to all provide the proof of dispatch, which can be your mailing receipt. The LoE will be uploaded in the LoE section.

Once you get the FBI PCC, you can send it via CSE.
