LOE for PCC Delay [HELP]

My application deadline is 15th of Sep.
Here's the situation

1. FBI PCC applied : 8th July
2. ITA received : 18th July
3. Application Deadline : 15th September
4. FBI PCC likely arrival : 15th October
5. India PCC : I have a PCC on 22nd July on my passport. But after that I applied for a new passport and am awaiting the PCC on the new passport. That will take the end of September for the new PCC.

Couple of Questions:
1. Can i still submit the application with an LOE explaining that I will submit the PCCs when I get them?
2. OR do I need to email CIC to check if they can give me an extension? the problem is , am not sure the 30 day extension will be enough as the FBI timelines are really skewed.
