Based on the previous discussion, I feel there are two ways:
1) LOE in each pdf where it's necessary (say education or in PCC or in employment record where salary not in reference letter)
2) LOE at one place in the Client Information field of main applicant (even if LOE for spouse). This document upload entry which tells any information not already covered in other places.
I am not sure which is correct way or if both are ok. I prefer 1) as it makes VO look at first page of PDF with LOE specific to that pdf, know why this document is attached in big bunch of 40 pages etc. of this pdf
If we follow 2) there might be cases when they give judgement on education without going to Client-specific extra pdf but VO doesn't looks at that and takes a decision.
